Unlocking Academic Excellence: Pakistan and US Renew Fulbright-HEC Partnership

In a significant move to bolster higher education, the Pakistani government and the United States have reaffirmed their commitment to academic excellence through a renewed five-year partnership between the Higher Education Commission (HEC) and the United States Educational Foundation in Pakistan (USEFP). The agreement, spanning from 2026-27 to 2031-32, aims to foster human capital development, international educational cooperation, and academic excellence. The partnership will encompass various programs, including the Fulbright Master's and PhD programs, Visiting Scholar Program, Foreign Language Teaching Assistant (FLTA) Program, and Hubert H Humphrey Fellowship Program. Over the next five years, the program targets supporting 66 PhD scholars, in addition to opportunities provided through other program streams. The initiative will enable Pakistani scholars and academics to pursue advanced education, conduct research, enhance professional expertise, and contribute to the country's socio-economic development. The HEC has committed to providing at least $4.54 million annually, with a total funding commitment of Rs6.48 billion over the five-year period. The selection process will remain merit-based, with no fixed quotas, ensuring that the program responds to emerging national needs while maintaining academic merit and transparency. A Joint Review Committee will meet bi-annually to assess program performance and impact, while USEFP will provide HEC with annual audited financial statements. The partnership also envisions broader collaboration, including joint visibility and awareness initiatives, faculty and administrator exchanges, and other academic and educational initiatives.
